Düzyol was born on September 19, 1964, in Izmir. He graduated from the Department of Civil Engineering at Middle East Technical University (METU) in 1988. After working as a design engineer in the private sector briefly, he commenced his career at the State Planning Organization (SPO) in the same year. He earned the title of Assistant Specialist through a competitive exam in 1989.

In 1992, he completed his diploma studies in "Development Economics" at the University of East Anglia in the United Kingdom, and with his expertise thesis titled "Building Construction Sector and Demand Forecast for the Period 1990-2010," he was appointed as a Planning Specialist in 1993. He furthered his education by obtaining a master's degree in "Economic Policy" from the University of Illinois in the United States during 1995-1996.

Beginning in early 1996, Düzyol continued his career at the General Directorate of Economic Sectors and Coordination (DGES) of the SPO, specializing in the Department of Project, Investment Evaluation, and Analysis. His dedication led to his appointment as the department head in 1999. He served as the Director General of the DGES from 2003 to 2009, and in September 2009, he was appointed as the Undersecretary Deputy of the SPO.

Following the restructuring of the SPO into the Ministry of Development in 2011, he continued his role as the Undersecretary Deputy of the Ministry. On December 2, 2014, Düzyol was appointed as the Undersecretary of the Ministry of Development. He also served as the Minister of Development in the 63rd Government from September 22, 2015, to November 24, 2015. After his term as a minister, he returned to the position of Undersecretary of the Ministry of Development, which he held until the transition to the Presidential Government System. Currently, he holds the same title as a member of the Ministry of Interior.

Between 2011 and 2018, he assumed various high-level positions, including Vice Chairman and Member of the Board of Directors of the Development Bank of Turkey, Member of the Board of Directors of Ziraat Portfolio Inc., and Member of the Board of Directors of Boğaziçi Electricity Distribution Inc. Due to his extensive experience and high-level positions, he also chaired and served as a member of various committees and commissions in the public sector.
Düzyol possesses a wealth of experience in designing and developing development plans, sectoral programs, regional development plans, medium-term economic programs, annual programs, and public investment programs. His expertise extends to planning and analyzing public investment projects in various fields, including Public-Private Partnership (PPP) projects. He has provided training to public institutions on Project Cycle Management, international finance, development organization relations and negotiations, target-oriented project planning, and participatory moderation techniques, among other topics.

Düzyol is also a co-author of the book "Planning and Analysis of Public Investments," and he has authored numerous articles on project cycle management. Beyond his professional accomplishments, Düzyol is married and has two daughters.

Nurgül Uraloğlu was born in 1965 in Istanbul. She graduated from Istanbul University Faculty of Law in 1987. In 1989. She began her professional career at the General Directorate of Turkish Electricity Authority (TEK) at the Electricity Generation and Transmission Establishment. Following the restructuring of TEK, she held the positions of Lawyer at the General Directorate of Turkish Electricity Generation and Transmission Corporation (TEAŞ) and Deputy Chief Legal Counsel at the General Directorate of Electricity Generation Company (EÜAŞ). She had been serving as Chief Legal Counsel at the General Directorate of Highways since 2007.

In 2018, she was appointed Chief Legal Counsel at the Ministry of Transport and Infrastructure. Following the restructuring of the Legal Consultancy, she continued her role as Acting Director General of Legal Services at the Directorate General of Legal Services. Between 2021 and 2022, she served as Deputy Chairman at the Information and Communication Technologies Authority (BTK). She has been contuining her career as Acting Director General of Legal Services at the Ministry of Transport and Infrastructure since 2022.

Rıza Bilgiç was born in 1974 in Eskişehir. He completed his primary and secondary education in Eskişehir and graduated from high school in Manisa. In 1997, he received his bachelor’s degree in International Relations from the Faculty of Political Sciences at Ankara University. Between 2013 and 2015, he completed a Master of Business Administration (MBA) at the University of Illinois in the United States.

He began his professional career in 2000 as a Junior Revenue Controller, was promoted to Revenue Controller in 2004, and to Chief Revenue Controller in 2010. Following the establishment of the Tax Inspection Board under Decree Law No. 646 in 2011, he continued his duties as a Chief Tax Auditor. In March 2016, he was appointed as a Group Director at the Istanbul Tax Office.

Mr. Bilgiç served as the Head of the Istanbul Tax Office from January 2019 to August 31, 2024. With the restructuring of the Tax Administration under Presidential Decree No. 161, published in the Official Gazette dated July 3, 2024 (issue no. 32591), he was appointed as Istanbul Treasurer effective  September 1, 2024. He currently continues to serve in this position.

Özgür Bülent Koç, was born in 1975 in Ankara, completed his secondary and high school education at Bursa Erkek High School. He graduated from the Middle East Technical University, Department of Industrial Engineering in 1996 and completed his military service in 1999. Koç is married with four children and is fluent in English.

Koç started his career in July 1996 at Işık (Bereket) Insurance as a Risk Engineer and Reinsurance Specialist. While serving as the Technical and Reinsurance Manager at the same company, he transferd to Willis Re Turkey as a Director in September 2007. After working in its London and Turkey offices for nearly 1,5 years, he transferred to Neova Insurance in January 2009 as the Founder General Manager.

During his 13,5 years tenure as the General Manager at Neova Insurance, Koç also held several notable positions:

• Member and Chairman of the Management Committee of the Insurance Information and Monitoring Center (2012-2022)
• President of the Participation Insurance Association established in 2015
• Member of the Prime Ministry Interest-Free Finance Coordination Board (January 2016 - June 2019)
• Member of the Non-Life Management Committee of the Insurance Association of Türkiye (May 2018 - July 2022)
• Member of the Management Committee of the Assurance Account (July 2019 - July 2022)

After leaving Neova Insurance in July 2022, Koç became a Member of the Board of Directors at T-Rupt Technology in March 2023. Since March 2023, he has been serving as the Strategy and Project Consultant for Türk Reasürans A.Ş. and the Turkish Catastrophe Insurance Pool (TCIP).

As of August 1, 2024, Özgür Bülent Koç has been appointed as the I. Deputy General Manager of Türk Reasürans A.Ş.

As of August 1, 2024, Özgür Bülent Koç has been appointed as the I. Deputy General Manager of Türk Reasürans A.Ş.

Born in Istanbul in 1978, Ali Sertaç Canal graduated from Bilkent University, Department of Economics, in 2004 and received his Master’s degree in Business Administration from Maltepe University in 2011. He began his career at Milli Reasürans T.A.Ş. in 2005 as an Officer and worked at Coface Insurance between 2008 and 2012 as a Manager. He later joined Euler Hermes Insurance as Commercial Underwriting Manager, a position he held until 2014.

From 2014 to 2018, he worked in various brokerage firms specializing in financial insurance. Between 2018 and 2020, he served as Director of Financial Insurances at Halk Insurance A.Ş.

In July 2020, he joined Türk Reasürans A.Ş. as Director of the Special Risks Management Center. He was appointed Deputy General Manager responsible for the Special Risks Management Center in April 2022. Since January 2023, Mr. Canal has been serving as Deputy General Manager responsible for the Special Risks Management Center, Human Resources and Process Management, Corporate Communications, and Procurement and Administrative Affairs.
